New EU Requirements for Non-Road Mobile Machinery (NRMM) on Public Roads

The European Union is introducing new regulations for machinery that operates on public roads. These regulations will come into effect on January 28, 2025.

Regulation (EU) 2025/14 introduces provisions on approval, market surveillance, and technical requirements for mobile machinery. The new rules aim to organize the mobile machinery market with a strong emphasis on safety and environmental protection. Their entry into force marks an important step towards the standardization of the machinery sector within the European Union.

The regulation covers self-propelled machinery intended to be used on public roads, but does not apply to towed machinery or machinery with a design speed below 6 km/h or above 40 km/h. Rules have also been established for small production series, setting the threshold at 70 units. This allows manufacturers to adapt their products to EU requirements even in the case of small production batches, which is especially important for smaller businesses.

The regulation also introduces provisions for individual approval of machinery within the EU. Manufacturers may apply for approval of their machines at either national or EU level. Delegated and implementing acts will define the technical requirements and threshold values for mobile machinery in more detail.


New EU Rules for Mobile Machinery: Transition Period until 2036 and Key Changes

A key element of the regulation is the introduction of transitional provisions, allowing Member States to apply national regulations until 29 January 2036. This gives machinery manufacturers time to adapt their products to the new standards. The implementation of the transition period also addresses concerns from some businesses regarding the costs of quickly complying with the new requirements.

The regulation was published on 8 January 2025 and represents a significant legislative act that simplifies and harmonizes the requirements for mobile machinery on roads within the EU. Its aim is to enhance transparency and regulatory consistency.

In addition, a study on technical requirements for road approval of NRMM has been published to support further development of the rules regarding machinery approval and safety. Particular attention has been paid to the environmental impact of such machinery and emission requirements, aligning with the EU’s green policy objectives. According to Article 50(7) of the regulation, the European Commission will issue delegated acts specifying detailed technical requirements by 29 January 2027.

CECE, the Committee for European Construction Equipment, remains actively involved in this process and will continue to monitor the progress of the regulation’s implementation. This engagement will be key to ensuring that the new provisions meet the real needs of the industry. Collaboration with lawmakers and market surveillance authorities will be essential to fully achieve the goals related to safety, efficiency, and environmental protection of mobile machinery used on public roads.
